Adjustable sights Carcano rifles and carbines operated with the "Mira a sfioro" ("Barely touching Sights") doctrine. 

This was a late 1800s style of aiming sights, created in an era where there wasn't really a "Gold Standard", hence the italians simply went with the one that made more sense for their infantry doctrines.

The Mira a sfioro doctrine allows to have a decent field of view of your opponent while aiming, centering him one way or another. The combat sight was zeroed

The Mira a Sfioro requires to see half of the front sight (base of the front sight excluded, only the sight itself) peeping from the bottom of the rather large V-Notch of the rear sight, while keeping a 6 o'clock position from the target. 

Otherwise, if you keep the front sights on level with the top of the rear sight V-Notch, you'll actually have an approximate 500m zeroed POI.

Doing this, with the fixed combat sights and Milspec ammo, get you to have the POI and the POA coinciding at 300m.

So, if you're aiming with the fixed combat sights at a target set at 100m, mantaining the Mira a sfioro  doctrine, you'll have to lower the POA 27cm (10,6") under the target, in order for the POI to be the target itself
